Imagen de la noticia The Parliament does not ratify DL 6/2025: a setback for public and private investment in the Balearic Islands

As we explained in a previous post, Decree-Law 6/2025, on urgent measures to accelerate strategic projects, published in September, was conceived as a key instrument to facilitate and speed up the processing of strategic investments in the Balearic Islands, both public and private.

However, the Balearic Parliament has not ratified the regulation, which means its loss of validity and the disappearance of the figure of the Projects of Special Strategic Interest (PEIE) it regulated.

A negative impact on confidence and investment
This is a significant setback that compromises the viability of many investment initiatives, both public and private, which had seen in this decree a clear and safe path to overcome the difficulties of urban and administrative procedures.
Moreover, the immediate repeal of the regulation sends a worrying message to national and international investors, who require legal certainty and regulatory stability to commit their resources to high-impact projects.

The need for a stable regulatory framework for climate change adaptation actions
Among the areas that could have benefited most from this regulation are coastal climate change adaptation projects — public initiatives that require speed, inter-administrative coordination and legal certainty.
The non-ratification of DL 6/2025 highlights the urgent need for a stable, broad and favourable framework to promote these types of strategic actions, which cannot remain blocked by procedural, jurisdictional or regulatory complexity.
